Would it be legal to require bare stomachs at a beach?
Seems like local jurisdictions can legally require clothing to be worn at a beach, ie. nude bathing is prohibited. What about the other way around, could a municipality legally mandate all stomachs to be bare, so that women would de facto have to wear bikinis?
That would be a nice world, but no. A municipality can't pass such laws. It would be unethical and no court would allow it happen. Remember that any new law needs to pass a voting process within the court systems.
However, if the property is privately owned, then the owner of that property can pass any policies he or she would like. And as long as those rules are made explicitly clear upon entering the property, then everything would be clear.
